Probably my only knock on BH and DC is that they seemingly have a trend of being just barely late on medicals which affect the roster construction. The list is growing. Joseph, Ragnow, Pacheco, etc. Could’ve just placed him on IR earlier and not exposed players to other teams. Also concerning are the thrift store finds BH gravitates toward. A lot of these guys are known injury risks, not only the FA guys but some of the draft picks as well.
For the record, no one was exposed in this process. Pacheco required additional testing. They released Conklin, but as a vested vet, he didn't go on waivers. It almost certainly involved a conversation where the plan was relayed to him that he'd be back later in the week after they handled some lingering stuff.
If it's Small that is dropped and I think it may well be then he'll be released with the intent to place on the PS. That's the only thing I can think of that makes sense that I can see. Was close to passing his physical and now has is my guess.

The counter is why didn't they just put that player on IR Sunday night. I struggle to see how the medical prognosis changed that much in 36 hours.
If they don't know that Pacheco will indeed return, better to wait. The designations before cutdowns count immediately against the 8-man return limit.
Would Pacheco's salary be fully guaranteed if he were on IR prior to cutdowns?
